Off the shoulder top with ruffled hems. Puff sleeves but very fitted in the waist and bust. Zipper closure on back, buttons down the front. 90s vintage look but worn only once by me - I bought it NWT.
I found it uncomfortably tight in the bust (I am a 36D for reference). Fit more like a 2 or 4 than a size 6, so recommend it if you are a smaller cup and band size.
