Pack Leashes dog collars with bows size medium NWOT

These were a gift but both too small for my dog, super cute! Tried them on her once but never worn besides that, new without tags. Nantucket plaid and Pineapple patterns, each collar comes with a removable bow tie. Plaid pattern has a silver buckle and tag loop, pineapple pattern has gold ones. Website says 11-15" length, see picture with measurements, one collar is as small as I can make them and the other is as large as I can make them.
