Hi Shannon! I just reviewed the measurements of the skirt you purchased: the waist is much closer to 15" and the hips are definitely 18"-19". Does this still work for you? I want to make sure before I ship. Just want to make sure you will be happy with this skirt! Beth

As an additional note, these measurements still match the size 8 on the Ann Taylor online size chart.
