French Rags Vintage Mini Skirt

Made in the U.S.A. Super cute skirt. It is heavy, well made. This is a beautiful, bright, fun skirt. I'm not sure what the material is nut inside it's comfortable and outside is ruff. I'm sure this is something Kelly Kapowski would wear.
