I can't Find the tiny yellow string that goes through those hoops on the side. If you want to cut them- dress looks adorable with out a belt. Or you can add your own. I thought a brown belt or no belt. Besides that- dress is in excellent condition. Length is 34 inches. Bust has a tad stretch so 15-16 inches. Waist 15 inches.
