Did this come precut at bottom and is it cropped or regular length

@goodwil2002 at first i thought it was pre-cut because it looks intentional but upon seeing similar listings i don’t think it was originally intended to be that way. that being said it measures on the shorter side. shoulder to hem is 24 in. happy to offer a discounted price if you’re still interested!
