It's a full sized carry-on, 22x14x9 inches. If you expand it, more like 11 inches.
I have another one of these that I have used for years, and have used it in the expanded state a number of times. It fit in the overhead just fine, and the airlines didn't flag me, but of course you can't depend on that. Conceivably they could ask you to check it in its expanded state.
