antique childs suit

I've been told that this is an old playsuit, or perhaps orphanage attire, probably for boys. It's from the Victorian era or maybe even before that. It's in pretty good shape, all cotton, measuring approx from top of shoulder to bottom hem, 24" X and around 14 " across the middle. The sleeve length is 11" from outer edge of shoulder to the end of the sleeve. The built in buttoned belt cinches it around the waist. I would guess that it would fit 18-24 month old. Sailer type hat included. There are no tags.
