Beautiful women's vintage dress without brand tag or size, but my best guess is a women's Medium. The perfect feminine Y2k, 90s style. Flattering bias cut, cowl neck, asymmetric hem, sheer overlay, beaded on the front flowers. Lined with a navy colored slip with lace and beaded accents under the cowl neck.
