Y2K Razzle Dazzle Bear by Amscan Inc Canada

I have searched everywhere, and I can not find much info on this little guy. The "Hey Babe!" Necklace is actually a removable bracelet, and I couldn't find a single bear that still had it. It's so early 2000s it's kinda funny. I love it. He still has tags attached. He's Canadian, and I don't know much else other than that.
