Y2K Express Dress with Fringe

NWT. There is some stretch to this dress and it has a sheen, textured finish. Adjustable straps, fringe along the bustline. Can be dressed up or down. Nearly vintage - I purchased this new in the early 2000's. B 15.25" across (about 30.5" around, unstretched). Material is 100% nylon; tag says to hand wash cold separately and line dry.
