kryrose @jmaeday first my sincere apologies for the delay. This question got lost in the transactions. This is definitely a top. This is machine washable! 100% polyester. I have added the tag for you to see yourself as well. As far as measurements. I used the mannequin I had the top on. Now the waist is elastic band and has stretch. The measurements are: 33 and 25.5. Hope that helps. If you decide today before 12, I can get it out today.
