Xhilaration Floral Tiered Maxi Skirt Size M/L

Super cute three tiered floral skirt by Xhilaration. The tag says Size Small, but the waist unstretched measures 16”, so I feel like it could fit a Medium or even a Large because of the elastic. I’m a size small- I tried it on and it fits right at my hips, I just prefer a higher waisted skirt. •Waist 16” or 32” •Length 36.5”
