Wrangler blue jeans size 38x33 but says 38x38 on tag

Please read about the inseam vs tag…Wrangler blue jeans size 38x33. I don’t know what fit these are so if you’d like measurements on anything to help determine they’d fit just let me know. My husband doesn’t wear tight jeans so I’m assuming they are relaxed most likely. The bottoms are great. It has some strings hanging but that’s from the inside so you can trim that off Tag says 38x38 but they aren’t that long when I measure. They are 33” long.
