White combat boots, near new Rue 21

almost new, I have only worn these one time. these were stored in a box with some other boots and something has left marks on mainly just one boot-see photos. I have not attempted to remove them. I would think they should be able to be cleaned up or could be used as a great white base to paint a custom design! I'm usually a 6.5-7 and these fit me well.
