White Bebe backless dress w/ gold spiked shoulder

Gorgeous White Bebe dress that was worn once on an all white boat ride. There are two spots on the left of the dress as pictured. I believe it can be removed, but I honestly haven't had the time to spot treat that one area (moving). It did not come out when washed (inside a pillow case because it said to hand wash). I will attempt to spot clean as soon as I am moved in. Please feel free to ask as many questions.
