Vtg Nadine Cupcake Gown 1960s Prom Butter Yellow Ruffled Tiered Dress Lace XS/S

Vintage, union-made in the United States. There isn't a size tag that I could find. Dress was too small to zip up when put on a U.S. size 6 mannequin. Measurements are provided in the photos. There are a few tiny gray dots on the front bodice - see photos where I've pointed them out. There isn't a size tag. There are some broken threads where a hook at the back of the neck hooks into a threaded loop.
