Vintage Frenzii Red Rayon Maxi Dress Twisted Straps

I think this is maybe 90s, or Y2k? Brand is Frenzii... Scarlet red, high waist, deep plunge to the high waistband front and back, and the straps are twisted. 96% rayon 4% spandex Size XS but does stretch. Measurements lying flat Waistband is 12" across but stretches to 16" maybe 17". Hips 24" across but stretches a lot. Length from shoulder 54" On the sides, it looks like maybe the top seam of the waistband may have been repaired, but it is solid.
