Vintage Enamel Penguin Brooch

I'm not sure what decade this is from, but my mother-in-law has had it for a few decades! It is a good quality enamel penguin Christmas brooch, black and off-white, actually more of a yellowish color! He is wearing a red & green scarf, and a stocking cap that is black with red and green around the headband, and a white (actually the same off-white) puff ball on the end. I don't think he's the same penguin as in Happy Feet, but his feet DO look like he's dancing! 1.75" tall, and mostly 3/4" wide, but where his wings are spread, he's 1.25" wide.
