Vintage hand carved deity statue figure elf warrior foo

I am really not sure who this distinguished gentleman represents. I acquired him at an estate sale of a former Air Force colonel and pilot. He is definitely unique and appears that he could possibly be “up to something” He measures 11 1/4” tall. And his base is about 2 1/2” wide. His adornment on the top of his hat appears to be missing the back half but that is the only issue I found. Please see photos I have other carved wood figures for sale from the same estate.
