Vintage gold and glass decor with baby cherub riding a fish super

Super unusual and cool . Not sure what it was used for besides maybe to hang something on . Towels? Please ck share if you have any info on what this may be used for :) thanks . Very cool and unusual .its about 11 inches high and the base is about4-5 inches wide . Pretty substantial size it weighs prob a pound maybe a tiny bit more .
