Special occasion- wedding, funeral, holiday, military changeover ceremonies. Linen/cotton blend. I wear a 12-14 and this fits me- there is no tag anywhere I can find. There are four buttons at waist which could be moved either way. At present, buttoned, waist is 18.5” across. Hips 19.5” directly below waistband.
