Vintage Thick Double Suede Powerlifting Belt Blue Two Prong

I am not sure of really the story behind this weight lifting belt. It is very stiff and I am having trouble even undoing the buckle. No markings of size or maker. Please see all photos. Not sure if this is something that can be in buckled or not. It is very heavy! Nice color too. Please let me know if you have any feedback or questions.
