Vintage St. Gillian Silk Ruffled Dress. Wonderful ruffles (everything is better with ruffles). No belt (belt loops are on the wider side) but has shoulder pads. 100% silk (silk has a floral pattern - maybe roses), made in Korea. Pit to pit - 22 (this is a bat wing type of top), waist - 23 - no give, hips - 16, length - 37. Back zipper enclosure. Says 4 - listing as small.
