looks like a jersey/stretch waist? what is waist size unstretched/stretched? length?

@akamaimama at its narrowest point the waist is 13" across unstretched and 14 stretched. my waist is 28 inches and it fits me perfectly there, sitting high waisted. the skirt is about 36" long.
