Vintage Phinney Walker Mickey Mouse clock

This is a sweet vintage Mickey Mouse clock with a bell alarm at the top; it is a Phinney Walker clock - it is being sold as non working - maybe someone with clock experience can fix it; it has some signs of rust/wear (see pics) on the front; this would be a great display piece - in a collection of vintage Disney items. Measures 2 3/8" across.
