Vintage Howard Wolf embellished button down blouse size 8

This beige button-down blouse does not have a material tag but feels like a crinkled cotton rayon. Embellished embroidered ribbon front and darling etched buttons. Pit pit measures approximately 21 inches and stretches to 23”. blouse has a collar and shoulder pads that could be removed. The only flaw I see is shown in the photos where the square buttons at the top of the flower look to be discolored.
