Vintage Handmade Christmas Knee-Hugger Elf Small Wreath

This is a vintage Christmas wreath featuring a knee-hugger elf that appears to be handmade. The elf is made of rubber and felt and has metal limbs. I could not find any stamps on the elf, and the glue is very visible on the back. The bow is a stiff and feels like it is made of a synthetic material.
