Vintage Hand Painted Floral Basket made in Portugal, Vestal

Very pretty hand painted basket made in Portugal. On the bottom is states Vestal, I am not sure if that is name of person who made it or what? It has a woven handle, and is in great condition. No chips or cracks. It measures 9 1/2" tall and 6" wide. I am also not sure of year made, I know my mother-in-law had this in her home since the 60's.
