Vintage Frances Henaghan 1970's Skirt and Blouse Women's Size 2

Vintage Frances Henaghan 1970's Skirt and Blouse Women's Size 2 The way it is made you would think it has shoulder pads but it does not, nor as far as I can tell never had them. There are belt loops but no belt. One main tag, and no tag with material or wash instructions. The skirt says size 8 but it is a 25" waist so I listed as size 2. I could barley fit it on my mannequin. The tag is one from Frances Henaghan's 1970's line of clothing. The material is soft, like cotton, but has a little stiffness so I think it may be a blend. The top has fabric to make a bow or maybe tie it like a tie. The skirt falls a little below the knee. Measurements: Blouse: 23" Sleeve, 22" Length, 19" Chest, 8" Top of shoulder to top of under arm. Skirt: 25" Waist, 28" Length
