Brand and Origin: Congress Playing Cards are a historic brand, first produced in 1881 by the Russell & Morgan Printing Co. (later the United States Playing Card Company - USPCC). While originally made in the US, some later editions, including those with Cel-U-Tone finish and lighthouses, were printed in Spain
