Vintage Boy Scout Vinyl Pouch for keeping paperwork

Vintage Boy Scout Vinyl Pouch for keeping paperwork. This item is at least 40 years old. It has a plastic zipper. The zipper is probably missing a tab on slider but still opens with your fingers. There is a small tear in the plastic near the zipper where it starts. Tear is shown in picture. The size is about 15 inches by 10 inches. The color is dark brown with gold emblem.
