this Medal is givin to members of the U.S. Armed Forces, including foreign military personnel, for acts of valor, meritorious service, or achievement.  The acts or services must be performed above what is normally expected and be sufficient to distinguish the individual among those performing similar services.  It can be awarded for a definite contribution to the military, such as an invention or improvement.  The medal ranks below the Bronze Star and above the Achievement Medal.  A "V" device on the medal denotes participation in acts of heroism involving conflict with an enemy.  The medal is awarded in a case with a ribbon and lapel pin.
