Vintage 90s / 1990s Black Tulip Hem Skirt. No size tag so please see my measurements for best fit! I think it fits most like a modern day women's small to medium - Excellent preowned condition & non smoking home Approx 14.5-15” across the waist laid flat but stretches to about 17 inches across Approx 23-24” length For reference I modeled the skirt & I'm 5'8 & about 135 pounds. I usually wear 6 to 8 in skirts - fits me well w/ lots of stretch Zips up in back Brand/ Spring Street
