happilyeverhope @browsen Absolutely! The approx measurement is 21”-22.5” inches, it does have a bit of stretch to the fabric. This jacket has a slight fit and flare silhouette so there is a bit more room near the hemline because of it. Let me know if you have any other questions, I’m happy to help!

browsen @happilyeverhope hello again thank you very much for the info. The waist down would fit but the I think the bust may have a lot of excess so I would like the measurement between the shoulder blades at the top of the shoulders and lower across the shoulder blades. Thanks so much.

happilyeverhope @browsen The measurement across the top of the shoulder seams (from sleeve to sleeve seams) is 17” and 16” from the center back of shoulders from sleeve to sleeve. This jacket also has shoulder pads that would be fairly easy to remove, that would slim out the shoulders a bit.
