Vintage 70s Phase II California patchwork smocked bust maxi dress, small Tall

Such a unique piece, I don't reeeaally want to part with it. However, I am 5'4", and this is just too long for me. Rather than try to hem it, and ruin it in the process, I am sending her on her way. There is no size tag, so please check measurements carefully! I would say this would fit a tall person, in a size small best, but could go up to a medium comfortably. Features lightweight patchwork fabric panels in flattering angled stripes, with ruffled hem and bow accents. Patterns are floral, polka dot, and houndstooth. Colors are blue, white, green, yellow, black, and red. Bust is shirred or smocked, with blue and red floral pattern. There is a nice amount of stretch there. Neckline is square, with straps that are ruffled, and have bow accents both front and back. Back zipper makes it easy to pull on and off.
