Vintage 5" Bald Eagle on a Rock Ceramic Bisque Figurine

Vintage 5" Bald Eagle on a Rock Ceramic Bisque Figurine. Approximately 5" tall. It has some spots on it. One of the wings is broken off. There are some black spots around the face, I don't know if it's supposed to be like that or not. It looks like a small light crack underneath the foot. It looks like there's something written on it but I don't know what it says.
