Vintage 1994 Fun-damental Too Inc. Ice Cream Man Scoop (sound is not working)

Ice Cream Man Ice Cream Scoop. The head twists off to add batteries. I did put batteries in it, and it said "Ice Cream" one time. I could not get it to work again. It is sold as not working and no batteries included. In used vintage condition with wear marks. Pet friendly home, thank you for looking.
