Vintage 1990s S.L. Petites Green Floral A-Line Dress with Belt

Vintage 1990s S.L. Petites green floral a-line dress with a belt would be great for anyone who loves 90s fashion! to pit is 19 inches and shoulder to bottom hem is 42 inches. The elastic waist is 26 inches unstretched and 34 inches stretched. The tag says a size 12, however it measures like a medium. There is some staining along the neckline and the inside by the armpits, it appears to be self tanner. The belt is also not in perfect condition, please see last three pictures.
