Hand-painted porcelain mounted in a brass or ormolu bezel.
Pansies and violets — both flowers were popular Victorian “language of flowers” symbols (pansies = remembrance, violets = modesty/love).
The “C-clasp” without a safety catch suggests it is earlier, likely pre-1910.
