Vera Wang sheer detailed blouse

Wow how do I explain this piece? The long pieces in front can make a bow, tie around back, or hang down. Super beautiful piece! Neon green polka dots and a sandy blue. I pictured a few strings that are on the long pieces. Could be easily taken care of.
