Beautiful Vintage Y2K Black Velvet Maxi Skirt with Satin Banded Waist by Jessica McClintock. It has a full hemline, so perfect for a formal occasion. No size label but the skirt measures 13.5” across the waist, (take note that I have it placed high on my dress form’s 25” waist and had to clip it.)
