Has belt loops, but does not include belt. I included pictures with the dress styled with the elastic pulled down and up for a blousy look. If this was my size I'd have kept it. It is giving high school art teacher in the very best way. Does not have pockets, the drapes in front are just for decoration. Buttons and zips up the back.
