VTG 70s does Edwardian Victorian Puff Sleeve Coat

Vintage 1970's does Edwardian/Victorian puff sleeve fit and flare coat. Tie belt buttons onto the back of the coat. No fabric content tag, but feels like a wool blend. Only tags are a union tag, dry clean only tag, and an old size 9 tag. Lined in taffeta. Some discoloration/fade noted on the lining. No other issues. Measurements taken on the outside of the coat, laid flat, are: shoulder 14.5”, bust 17.5”, waist 15“, length 42.5", and sleeve 22". Would never part with this if it were my size!
