VNTG/Antiquarian German Jasperware Sugar Sifter With Silver Plate Muffineer Top

After much research, I believe this piece to be German Jasper Ware. I am certain it is not Wedgwood, and doubt it is Antique Adams. It is flawed by a missing piece of ceramic on one place of the bottom under lip (not visible unless looking.). See 3rd.picture. There is also a slight dent in the plate. It was used to sift powdered sugar over muffins.
