VINTAGE Hoenig of Calif Ivory Double Handle Cup/Sugar Bowl? Glazed Ceramic MCM

I'm not 100% sure what this piece is but it is so cute! Could be used to hold flowers, as a candy dish, sugar bowl or numerous options. Marked Hoenig of Calif 21 on the bottom. It has heavy crazing that looks intentional. Please see all photos. Any glare is from my lighting. Measures 3.5" tall and 5.5" wide with the handles. No chips or cracks seen or felt.
