VERA WANG jaquard Blue velvet cut out top

This is a beautiful top in the pictures. Do not show how the fabric turns when you move the velvet is black, but the hue on top of the velvet is a bright turquoise blue.and shows when the light hits it. It has sheer blue chiffon at hemline and neckline. Its tunic length and can be belted or worn with leggings. In great preowned condition.
