USA converted landline telephone, European wooden phone from the 1920s to 1940s

NWOT- my OMA brought it back from Germany 🇩🇪. Converted to USA phone line and only accepts incoming US calls... works. Calling out dial tone doesn't work and be possibly fixed? ANTIQUE rotary dial telephone, likely inspired by models from the early to mid-20th century, specifically the 1920s to 1940s, given its style with the external bells and a wooden base.
