Tugboat Design Latch Hook Kit WITH Latchhook

although the box says the latch hook is not included, there IS one included. This appears to be a 1970s kit and has already been started. in fact, it looks mostly finished, except for the sky and water. I know nothing about this form of knitting or hooking or whatever it's called so please ask questions if it's not clear what's included. I do not see instructions. There is a ball of yellow yarn and 8 packages of blue yarn that are cut into strips.
