Outerlayer is a chiffon like thin fabric. There are a few water like spots, see close ups. Short sleeves and V neck. Layer underneath is a soft stretch fabric. Tiny little snag on the front, see close up. I didn't notice it right away. Thin horizontal run in the fabric in the back towards the bottom. The measurements provided are of the layer underneath, the outer layer is a little bit larger. Torrid called it a red top, I would consider this more a burgundy color.
